Head Start
Provides holistic family development approach to services for children and parents.
Services: Assist children to mature socially, emotionally, educationally and nutritionally; educate parents on healthy choices; full-day child care at centers; literacy services; nutritious meals.
Program Locations:
Pennsylvania: Carbon County
Eligibility: You are eligible for Head Start and Early Head Start services if you meet the income guidelines and:
- You have children from 6 weeks through 5 years, or
- You are pregnant, or
- You have children with special needs with an Individual Education Plan (IEP), or Individual Family Services Plan (IFSP), or
- You have foster children with high risk factors, or
- You are a parent with a disability and/or possessing disabling conditions.

Head Start for Migrant and Seasonal Farmworkers
Provide quality child care, including education, training, disability, family literacy, nutritious meals and advocacy services to establish sound development for children from birth to 5 years.
Services: Assist children to mature socially, emotionally, educationally and nutritionally; educate parents on healthy choices; full-day child care at centers; literacy services; and nutritious meals.
Program Locations:
New Jersey: Atlantic County, Cumberland County
Pennsylvania: Adams County, Berks County, Chester County, Cumberland County, Franklin County, Lackawanna County
Eligibility: MIGRANT CHILDREN - under the age of compulsory school attendance whose family changed their residence by moving within the last 24 months from one geographic location to another, either intrastate or interstate, for the purpose of engaging in agricultural work that involves the production and harvesting of field and tree crops, and whose family income comes primarily from this activity, and whose family meet the income eligibility guidelines for Head Start.
SEASONAL CHILDREN - under the age of compulsory school attendance whose family engages in agricultural work that involves the production and harvesting of field and tree crops, and whose family income comes primarily from this activity, and whose family meets the income eligibility guidelines for Head Start.

Healthy Marriage Initiative
Improve child well-being by strengthening family formation and healthy marriage.
Services: Include couples relationship workshops,
couples enrichment weekends, parent-adolescent communication workshops,
marriage counseling services, individual couples relationship
assessment and analysis, domestic violence prevention education,
financial literacy education and drug and alcohol prevention activities.
