Susan Ottenweller
Senior Vice President, Real Estate Development

Ms. Ottenweller has 30 years experience in community/economic development. Previous employment includes management positions in government agencies and non-profit community development organizations. She holds a master’s degree in Urban and Regional Planning and advanced certificates from both management and economic development training programs. She is a Certified Property Manager through the Institute of Real Estate Management, and was selected for and completed Harvard’s first fellowship on Achieving Excellence in Community Development.


Joseph Bowes
Senior Real Estate Developer

Mr. Bowes has 8 years of experience working with housing and community development organizations in upstate New York. He has been with Housing Opportunities, Inc. for three years and during that time has project-managed affordable housing developments utilizing a variety of State, Federal and private funding including Low Income Housing Tax Credits, Federal Home Loan Bank, Department of Housing and Urban Development Section 202, and New York State Housing Trust Funds. He received his Master’s Degree in City and Regional Planning from Cornell University and currently lives in the City of Ithaca.


Amelia Casciani
Senior Real Estate Director
1997- Present

Ms. Casciani has over 25 years experience in the housing development, construction and real estate industry. Prior to employment at PathStone she ran a family owned construction and property management company. She served as president of a local businessman’s association changing the image of an emerging neighborhood. She has developed property utilizing an array of financing vehicles including HUD, Community Block Grant, Low Income Housing Tax Credits, HOME & Housing Trust Fund. In 2004 she developed Windy Hill Apartments in the Village of Clyde which was recognized as a finalist for the 2006 World Habitat Award presented by the Building and Social Housing Foundation. She has been a New York State licensed Real Estate Broker since 1980.


Melanie Caudill

Ms. Caudill has 10 years of experience working in various aspects of economic development and administering economic development loan programs. She previously worked at a not-for-profit certified development company in Cincinnati, Ohio as a Loan Administrator and then at a law firm in Rochester as a Commercial Real Estate Paralegal, specializing in representing lenders in commercial lending transactions that utilize government loan programs. She received her bachelor’s degree from the University of Cincinnati with a major in finance and real estate.


Julie Everitt
Senior Real Estate Developer
1991-Present

Ms. Everitt has over 30 years of experience in housing development and planning. She formerly served as Community Development Manager for Monroe County, and Housing Development Specialist for the City of Rochester. She designed and implemented the City’s award-winning Home Expo Program which built 100 single-family, affordable homes in four years. She has developed housing through a number of programs including the Low Income Housing Tax Credits, Mobile Home Cooperative program, and state and federal housing programs. Julie holds a master’s degree from the Maxwell School, Syracuse University.


Debbie Russell

Ms. Russell has 18 years of experience in the real estate industry, including property management and real estate development. She received her bachelor’s degree from James Madison University with a major in business administration.
