Housing Rehabilitation Specialist

Position Summary

To inspect housing units, provide work specifications and cost estimates for rehabilitation and energy services projects, process customer applications and manage tracking and reporting requirements for housing rehab programs. Specific duties include:

Conduct move in /move out/interim housing inspections requested by the Monroe County Division of Social Services (DHS). Document current condition of properties and report to DHS and Landlord. Complete HUD Visual Assessment to document lead-based paint hazards.

Provide information and resources in regards to training for landlords and property managers. Special emphasis will be on health and safety issues particularly lead safe practices.

Landlord Outreach - Will attend meetings of various local landlord associations and keep up to date with current issues and regulations that impact landlords. Regular attendance of local Landlord-Tenant Court is also required to stay informed of current issues

Conduct housing inspections and provide work specifications and cost estimates for rehabilitation and energy services projects.

Process customer applications for PathStone housing rehab programs and for the City of Rochester Lead Hazard Control Program.

Manage tracking and reporting requirements for housing rehab programs and DHS inspections including data collection, data entry, and accurate and timely completion of reports.

Provide outstanding customer service to housing program clients, landlords and other stakeholders.

Advocate for fair housing and decent, affordable housing for lower income households in the region.

Requirements

Position requires an Associate degree plus one year experience, or 4 to 5 years of relevant education and experience in home inspection, remodeling, construction, rehabilitation, energy efficiency work or housing-related program administration. Computer proficiency required incl. MS Office and ability to learn customized software programs. Must be able to assess and document housing deficiencies and learn complex housing program guidelines. Must be detail oriented and develop and maintain accurate, comprehensive customer applications and project reports. Bilingual in Spanish and English preferred.

Working Conditions/Environment

There is risk of injury or potential exposure to agents such as asbestos, lead based paints, radon or other building related toxins. Applicants must be capable of climbing a ladder, entering crawl spaces and carrying up to 30 lbs. Local travel (Rochester area) by car - approximately 25% of time. Some evening and weekend hours may be required.
