ROCHESTER, N.Y.-A new affordable housing complex for senior citizens in the heart of the Village of Lyons has been getting rave reviews from longtime residents who remember the days when the site housed abandoned apartments.
Today-Thursday, April 30, 2009-Rochester not-for-profit PathStone Corporation will celebrate the grand opening of CanalView apartments with government officials and residents alike, as well as the agencies and corporations that assisted in the transformation this three-acre site.
In 2005, PathStone began working with officials in this Wayne County village about developing the site of the former Riverside Apartments. A 70-unit apartment complex that opened in 1975, Riverside-located off of Montezuma and Geneva streets-had fallen into disrepair throughout the decades and was abandoned several years prior.
A survey conducted by village showed a strong interest in senior housing and pubic community space. Lyons was familiar with PathStone’s work in nearby Clyde. PathStone several years earlier had assumed ownership of the Highland Scattered Sites in Clyde, turning 50 units into 30 units, renovating the property and renaming it Windy Hill.
CanalView is a 36-unit affordable apartment complex available to seniors 55 and older who meet income and occupancy requirements. The two-story complex is located along the Erie Canal. PathStone will dedicate about two acres to the village for a park. In addition, PathStone has some nearby available land eyed for potential future development. CanalView includes a community room with an adjacent patio and garden for outdoor living, on-site laundry facilities, a grand foyer and lobby for socializing, private screened porches in each apartment and a computer lab.
Lyons Village Trustee Terry VanStean said CanalView is the direct result of Lyons’ desire to improve the quality of life for its residents and PathStone’s quality work.
“If this community is going to attract residents and business in the future, we have to address the quality of life and this is just a tremendous asset, especially for our senior citizens,” said VanStean. “When you look at where we were and what we have now, there is just no comparison.”
VanStean, a longtime village resident, was serving on the Village Planning Board when the village and PathStone began talks about the potential to redevelop the Riverside site. By then, Riverside had been shut down and vacated. VanStean said PathStone worked with the Planning Board to adopt changes in order to accommodate the planning board’s community’s needs and concerns.
VanStean said attracting and keeping seniors in Lyons will be a boost to the local economy. He said seniors like to spend money and shop close to home, and the village has many offerings.
“I am very proud to be a part of the development of this beautiful asset to the Lyons community,” said Amy Casciani, Senior Real Estate Developer for PathStone. “It was long in coming, but I think it has been well worth it and that it will be a shining star for Lyons. Hopefully, it will be the jump start for more positive changes in Lyons.”
Construction began on CanalView in February 2008. With this project, a $4.5 million investment was made into the Lyons community. PathStone partnered with Spoleta Construction and Passero Associates. Spoleta served as general contractor, providing design-build and construction services, and Passero served as the architect and engineer. Funding came from the New York State Division of Housing and Community Renewal in the form of loans and tax credits; PathStone; NeighborWorks America; the National Equity Fund; Federal Home Loan Bank of New York through its member bank, Maple City Bank; and LISC. Rental assistance was provided by the Newark Housing Authority, and construction financing was provided by HSBC Bank USA.
In addition to VanStean, Deborah VanAmerongen, Commissioner of the New York State Division of Housing and Community Renewal, New York State Assemblyman Robert C. Oaks, and Stephen Karnath, acquisition manager for the National Equity Fund, will be on hand for today’s ceremony. Nicole Malec will represent U.S. Representative Dan Maffei, and the Rev. Lee E. Prong of Lyons Presbyterian Church, will deliver the invocation. Stuart J. Mitchell, President and CEO of PathStone, will welcome the audience.
