Cedar Creek is PathStone’s first affordable rental development in the City of Ithaca. Built on the side of a hill overlooking the Cayuga Lake Inlet, residents have views of Cornell University, Ithaca College and the City’s Skyline. Constructing 39 new energy efficient units of affordable housing and a community building in seven structures on the side of a steep hill was no easy feat. It required several months of blasting and trucking, careful design and engineering–a mix of financing from a variety of sources and a well qualified development team. The team included, Nathaniel General Contractors, Passero Associates, and Jason K. Demarest, architect. Ithaca Neighborhood Housing Services (INHS) is PathStone’s joint venture partner. INHS is also a co-owner and the project manager. PathStone Management Services is providing technical assistance.
The total development cost is approximately 7.4 million dollars with financing provided by the NYS Housing Trust Fund, NYS Low Income Housing Tax Credits, Neighborhood Housing Services of America-CDFI, City of Ithaca’s Urban Renewal Agency, NeigbhorWorks® America and the Federal Home Loan Bank through M&T Bank.
Cedar Creek is designed to serve a mix of family types with 44% of the units serving large families in 3 bedroom units, 38% designed as 2 bedroom units and 18% as 1 bedroom units. 15% of the units are fully accessible with an additional 13% fully adaptable. All of the units target families at or below 50% of AMI with 5 units targeting families below 30%.
Cedar Creek is located in the West Hill area of the City of Ithaca, an urban neighborhood proximate to shopping, employment and recreational opportunities. A public bus line runs in front of the development. The site is located about one mile from Ithaca’s Central Business District and one half mile from major food stores such as Wegmans and Tops; and retail stores that include Wal Mart; K Mart; Lowes; Barnes and Noble; Staples; and Bed Bath and Beyond. The site is one half mile from Cass Park, Ithaca’s largest outdoor recreation area. Cass Park has ball fields for softball, baseball and soccer, outdoor swimming pool, covered hockey rink, playgrounds and picnic areas.
Cedar Creek meets the NYS DHCR Design Guidelines and the DHCR Architects have provided technical assistance and feedback on initial design concepts. The design incorporates the following:
1. Energy efficiency of the homes is 48% or greater than that required by the NYS Energy Conservation Code as evidenced by the completion of the NYS version of REScheck
2. All appliances and lighting are Energy Star rated, and
3. Each dwelling unit will have a 93% efficiency individual HVAC unit that includes air conditioners, with sealed combustion chambers.
